Semgem

Semgem is a closed search engine for professionals who need clear answers from European law. You ask a question in plain language. You get an answer grounded in EUR-Lex, with the source articles next to it.

Public organisations spend too much time digging through regulations. GDPR, cybersecurity, platform rules, digital identity. The texts are public. Finding the right paragraph is not. Semgem was built as a Eurostars project with Nalantis and Serendipity, co-funded by the European Commission, to make that search usable for people in Legal, ICT, HR, Finance and Public Services.

We built the product shell. Login, ask a question, pick focus areas, choose a department, read the answer with CELEX citations, download a PDF, leave feedback, come back through History later. The AI layer comes from Nalantis Semcity QA. It pulls the most relevant paragraphs from pre-indexed EUR-Lex documents, then writes an answer that points back to article and paragraph. The answer is still AI. It has to be checked by a human before anyone acts on it. That is part of the product, not a disclaimer buried at the bottom.

Semgem runs in a closed environment. No public registration. Test users get in under agreement while the PoC is running. The interface stays quiet on purpose. Dark UI, one question field, focus tags you can turn on and off, a department filter when the question needs a lens.
